Background:
Kochi shares the common problem of Indian cities: poor pedestrian infrastructure, broken and narrow sidewalks are often unusable due to parked cars, making walking difficult and dangerous. This lack of safe walkways, combined with missing pedestrian crossings and people occupying sidewalks can be attributed to traffic accidents. Recognizing the severity, in January 2023, the High Court recently demanded a report on the condition of all sidewalks, pushing for improvements. In light to make Kochi more pedestrian-friendly, GIZ India through SUMACA project intends to support Kochi Municipal Corporation (KMC) thorough a detailed pedestrian infrastructure audit. This will involve assessing the current state of sidewalks, potholes, crossings, and other pedestrian facilities. Based on this audit, we can then implement various measures to significantly improve safety, comfort, and accessibility for those who choose to walk.
Objectives:
i. To undertake pedestrian infrastructure audit and assess walkability in Kochi city. ii. To develop an interactive dashboard for KMC providing detailed analysis for informed decision making.
Tasks of the assignment:
1. Identification of Priority walking network based on assessment of existing studies and spatial analysis and preparation of plan for audit in the identified network. 2. Identify agencies for formation of a working group for stakeholder consultations. 3. Identify and build local team in Kochi to carry out comprehensive audits and train the team. 4. Identify and finalise the audit parameters for carrying out audit along the identified network. 5. Provide a phone-based app for carrying out the audit capable of capturing geo-spatial data and photos. 6. Carry out citizen outreach measures prior/during/post audits in consultation with ward members. 7. Develop an interactive dashboard consisting of ward profile, complete audit details, ward level report card, ability to filter data, ability to visualize heat maps of issues in pedestrian infrastructure. etc.
