Background: Under the Indo-German Support Project for Climate Action in India, GIZ has signed a Memorandum of Understand (MoU) with the Standing Conference of Public Sector Enterprises (SCOPE). Under the MoU the two parties will work together to build the capacities of Public Sector Enterprises on climate action areas. These include providing technical support for PSEs to utilize tools ( e.g climate co-benefit methodologies) to accelerate their low-carbon transition and exploring possibilities to develop specific projects/pilots and build capacities in the areas of forestry & biodiversity; circular economy/resource efficiency and any other area of importance that may arise in the subsequent period. The proposed assignment falls under the second action area. The Steel Authority of India Ltd. (SAIL) has expressed interest in conducting a Techno-Commercial Feasibility Study on resource efficiency and integration of green hydrogen for one of their steel plants. GIZ under its collaboration with SCOPE is supporting SAIL, to conduct this study.
Objectives: Conducting a detailed Techno-commercial feasibility (TCF) study on enhancing resource efficiency which includes beneficiation of mine tailing, enhance the use of steel scrap to produce recycled steel; enhancement of quality and quantity of fines from iron ore mines for sinter and pellet making to increase the efficiency of blast furnaces and the integration of green hydrogen in steel production. This study will be conducted for a specific steel plant suggested by SAIL.
Tasks of the assignment: Conducting a detailed Techno-commercial feasibility (TCF) study that includes:
1. Conducting Baseline Research on Best Available Technologies (BATs) in the focus areas (mentioned in points 2-6) of the study and Government of India’s policies and regulations. 2. Conducting a detailed assessment for generating plant level baseline data and analysis. 3. Conducting a detailed techno-commercial assessment of technologies for beneficiation of mine tailing for improved resource efficiency and their climate impact 4. Conducting a detailed techno-commercial assessment of technologies/processes for using steel scrap in steel production and their climate impact 5. Conducting a detailed techno-commercial assessment of existing technologies for integration of fine based products from mines to a steel plant to increase the blast furnace efficiency 6. Conducting a detailed techno-commercial assessment of existing technologies for integration of green hydrogen including storage, transportation & integration with BFs of steel plants and 7. Preparing a Final Techno-Commercial Feasibility Report with an operational plan for SAIL for one of their plants.
