Product Detail :	Tender Notice for Terms of Reference (TOR) for Supporting the Cultivation of Bamboo Via Blended Finance Transaction.
Tender Detail :	1. Background Adaptation to Climate change is recognised as a key global and national challenge by the various Governments. In India, agriculture is affected by an increasing variability in climate. The Government of India has been implementing various policies/missions like National Food Security Mission, , National Innovations on Climate Resilient Agriculture (NICRA) etc for promoting climate resilient agriculture. Also, the National Bamboo Mission envisages promoting holistic growth of bamboo sector by adopting area-based, regionally differentiated strategy and to increase the area under bamboo cultivation and marketing and should contribute a lot in these areas. The National Bank of Agriculture and Rural Development (NABARD) is poised to play a key role in the journey to make agriculture climate resilient, by among other things ensuring the flow of finance knowledge, formulate effective policy, put it into practice and monitor results. 2. Objective The Indo-GermanClimate Adaptation, Resilience and Climate Finance in Rural India (CAFRI II NABARD)project, GIZ India is carrying out a project commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ) proposes to support the National Bank for Agriculture and Rural Development (NABARD) to manage climate risks in their portfolio and improve resilience, by improving flow of finance to adaptation measures in agricultural value chain among other things. 3. Scope of the assignment: In respect to ensuring climate resilience in agriculture, the cultivation of Bamboo presents an immense opportunity. The role of Bamboo is sequestering carbon and landscape restoration is documented by the United Nations Environment Program. Because of its usefulness as a source of rural income, China’s southern provinces have been planting bamboo for decades with great success. In India, the Indian Forest Act, of 1927 considered bamboo a tree. Thus, cutting bamboo and transporting it was unlawful. In 2017 an amendment was made bamboo is no longer a tree. Thus, growing and trading in Bamboo is much easier. Subsequent to this, the ecosystems is developing. While this indicates a high potential for use of Bamboo, action needs to be taken to support it to reach its potential. The time is ripe for supporting some of the nascent transactions happening in Bamboo space. 4. Tasks: Task I: To assess the current situation of funding bamboo and obtain funding via a commercial/ blended transaction/ to ensure requisite funding of growth of bamboo etc and the needed capacity building. Task II: To create a transaction structure suited to the needs of farmers, fibre value chain etc. Task Iii To get professional advice on various aspects of the transaction and ensure adherence.
