Background: Substation automation systems (SAS) are an essential component of modernizing transmission and distribution grids, bridging traditional infrastructure with the digital age. By integrating sensors, intelligent electronic devices, and advanced software platforms, SAS ensures efficient, reliable, and responsive power management. These systems promote real-time data acquisition, fault detection, and rapid self-healing of grid anomalies. Moreover, they enhance operational efficiency, decrease outage durations, and foster renewable integration. However, the initial high capital investment required for SAS often deters Distribution Companies (DISCOMs) to implement. While the long-term benefits are evident, the high upfront costs make it challenging for DISCOMs to justify the expenditure in tight budget scenarios.
Under the Indo-German Energy programme, GIZ in coordination with KSEB aims to undertake Substation Automation System (SAS) roadmap exercise to analyse the viability of cost-effective automation systems which can be adopted in designated electrical divisions of KSEB network. This collaboration is part of the "Energy Transition in India with Distribution Companies (DISCOMs)" project which is being implemented on behalf of the Federal Ministry of Economic Cooperation and Development (BMZ) in Germany. The project is working with Ministry of Power (MoP), Central Electricity Authority (CEA), Power Finance Corporation (PFC) and select DISCOMs in India on various themes associated with data analytics, asset management, operation & maintenance (O&M) of distribution networks and training & capacity building.
Objectives: The project aims to develop SAS implementation roadmap document for the selected electrical division(s) of KSEB distribution network. In current scenario, SAS can be very costly in distribution network, hence the project aims to conduct a viability analysis of the best cost-effective SAS solution adopting maximum automation functionalities possible in the substations of designated electrical division(s). A detailed roadmap document with risk assessment and way forward recommendations for scalability in the entire distribution network will be submitted to KSEB management as a key deliverable.
